Are the 150 victims who accepted payment from this fund bound by NDAs?
Is an NDA valid if the impact was to hide a criminal conspiracy? i.e. a woman who accepted a payout has knowledge of OTHER victims and likely witnessed other criminal behavior. So even if there was an NDA- ???

In my opinion unless the disclosure is made to prevent a future or ongoing crime. If the conspiracy is still working and committing illegal acts, then it is usually okay to disclose to law enforcement, to someone who could be the victim of the next crime, but usually not okay to write a book about it or give a reporter the scoop.
Lawyers and psychiatrist can face this dilemma if a client or patient who has a right to confidentiality tell them about a crime or plans to commit a crime. The professional can reveal a confidence to prevent a crime, but not to let others know of a prior crime.

Gotcha. So the only “official” co-conspirator is Ghislaine and she’s already incarcerated…. so the NDA signers can’t reveal the names of the other folks engaged in a decades-long trafficking, money laundering, etc. ring???
I don’t know what/who the ND covered. Sometimes they only cover what that specific person agreed to, like Jane Doe settled for $1M and then Jane Doe can’t reveal that. Jane may be able to go against Prince Andrew or Trump or Clinton if she had a claim against them. I think the NDA would only be against Epstein’s estate as that’s the money being doled out.
Practically, it might be hard for an individual to sue one other person for money without all the testimony of Epstein and Maxwell. The NDA may also cover things like parties host by Epstein, and again hard to prove others were ‘there’ if they can’t talk about the event.

Elon Musk has made a grandstanding statement that he will pay legal fees for any victim who breaks their NDA to name names.
So my assumption with the victims’ fund is that NDAs were signed to prevent the naming of specific names.
There are a few survivors who seem to be going rogue on social media. I can’t verify their identities or anything they claim, but some are throwing out names that haven’t yet surfaced. You might try googling Hollywood producer/director Michael Bay, as a hypothetical example, with some keywords and see what comes up.
I’m shocked more names haven’t come out. Is someone going to enforce an NDA and admit, yes I abused her ?
That’s what’s alarming to me - that in the grand scheme, not many accusations have been made - by victims etc in a public manner.
Also, other countries are starting to investigate.
Would Ndas signed under US law be valid in other countries?
What about other crimes, committed in other countries (for instance, Epstein had an apartment in Paris).

I agree. I’m confused why the victims don’t just announce the names of those who abused them. I guess there’s some sort of liability if they do but there’s no proof??

Some have changed their names, gone into hiding, faced death threats. The ones who showed up- live- at the Pam Bondi hearing are very, very brave.
