Grand Valley would give you instate tuition plus 11k off, so ~14k a year. The engineering school is in downtown Grand Rapids, MI and the main campus is in Allendale, MI. For Grand Valley, also apply for the Thompson Working Family Scholarship. With high stats plus high need, you could get a full ride even being out of state with this scholarship.
