If your parents can pay 35k/yr, i suggest you look at less selective state U’s that are within your price range. There are a few. Google it, you will find recommendations.
Your stats are unlikely to win you merit money at more selective schools.
Note that some (actually I think many) colleges will grant you some college credit for A levels, although check by college as some will grant it for a C grade but others require minimum B. You may be able to save some money that way, if you can use enough to graduate in a shorter time. I agree with the poster above that merit money is unlikely, or unlikely to be significant.
The ASU page seems to imply that the main scholarship available to internationals is the NAMU, which seems to have a maximum award value of $14500. (Being frank, not sure OP’s grades would get maximum). Also internationals seem to have a somewhat higher tuition cost that just out of state. Looks like best OP might do for tuition is around $50k judging from COA in link
Was using the president’s scholarship of $17500 to say he can get it to $40k range. For sure non-residents can get it, i assumed international students can get as well.
Cost of attendance for internationals is just under $65k (see the link I posted above) so even if that is possible (and I’m not sure it is judging by the ASU website) it doesn’t get it down that far. Scholarship page is clear that internationals do not have the same extent of funding that domestic students (citizens/green card holders) do (enter “international” in the appropriate box in the estimator).
(Btw GPA based on the A levels is probably around a 3.0… I’m assuming max level merit awards usually are for higher GPAs)
I don’t know if there is a standard, that’s why I said probably. The one that made the most sense to me as someone who has exposure to both systems (the British system is more harshly graded) has a B as 3.5 and a C as 3.0. If you look at the ASU website, they also effectively state that they consider a C in A levels to be equivalent to a 3.0. (Though seems to depend on your O levels too which you didn’t state I think)
