<p>I don’t think that is correct. Because your parents continue to consider themselves WA residents, and are not paying VA taxes, you are considered out of state. Being WA residents, they presumably have out of state tags, are not paying personal property taxes on their cars, do not vote in VA, they are not VA residents and you get no breaks. </p>

<p>If you are presently a junior, then I think you can qualify for the next admission cycle if a parent switches residency to VA immediately and files a 2009 VA income tax return, pays property taxes, registers to vote in VA, gets a VA drivers license, etc.</p>
