If a porch pirate stole it, I might ask for a replacement, but I wouldn’t be mad at the vendor if they said no. Ditto for compensation from UPS. No is the answer I would expect from them, since it wasn’t their fault and they completed their task. Any compensation would be a happy surprise.

Seems like the most likely scenario is that it was stolen after delivery to an insecure location (as is typical for package deliveries), so the most the customer can do is file a police report.
If there is a photo of the correct porch where the package was delivered and the recipient didn’t say anything for 7 weeks, I don’t think she should expect the person sending said package nor the deliverer to compensate her. As others have mentioned, getting any compensation would be an unexpected surprise.
I agree that perhaps a police report could be filed, but it would be a long time after deliver at this point and if there is no video of photo of the porch pirate, there is very little anyone can do.
I work for the company that sold the goods and we’re frustrated.
If we were notified in a shorter period of time, we would have been more likely to “make good”.
A police report would have been good. We did not suggest that, but might in the future.
She seems inconsistent with receiving a lot of packages but forgot about this one. (Did any others get stolen?) This was shelf stable imported food delivered in a plain brown box. Home is in SF Bay Area.
But I am on “Social Security” is an appeal I’ll soon be able to use!

My credit card would have have covered any goods I purchased on the card within 90 days if it was stolen or damaged. Many premium credit cards offer such protections.
If she gets so many packages she forgets about them, it is very possible that this package is somewhere in her home and she should search for it there. That has happened to me more than once, I thought that someone stole the package, and there it is in the corner. And for one living off of social security, seems this might be a wake-up call to stop buying so much stuff that she forgets about them!
The company has zero responsibility for this, none. I cannot imagine asking for a replacement in this situation. Police report, maybe get the credit card company to reimburse.
