My son has withdrawn from two different universities for medical reasons (severe mental illness). In each case, we received a full refund of his tuition. Of course, you should still check with the school. I just wanted to share our experience.
This will be one step at a time. But I do think sending her off might be ok, for the reasons OP stated. We did send D2. And she had some rocky moments, but got the right combo of support, came to know herself better.
