You need to ask each of these universities whether you will be able to transfer into an engineering program after one year.
where were you admitted and for what major?
what are the conditions for internal transfers (look it up on each colelge’s website )?
It is very difficult to transfer into UCSD’s School of Engineering. Keep that in mind 
CFans has engineering and is highly regarded. You have to do a “pre” program first - were you admitted to it? - then you continue with the rest of the engineering major in the specialty of your choice
