Mine is back as well, but the enrollment deposit thing I got through the hack remains.
so what is the theory on the returning withdraw link, inclusive of folks that hacked in and know they were admitted?

I think it means nothing. They just brought it back for all in case anyone wanted to withdraw. I’m thinking it might be because UNC chapel hill is scheduled to come out one hour earlier that NC State, so some instaters might decline right away if they get in there.

Does NC State send an email when the portal has an admission decision?
I was reading through the posts from last year and the emails come a couple of days after they are posted on the portal.
