<p>Does anyone know if foreigners are allowed to buy anything online from Dell? </p>
<p>I have a MasterCard, which I used successfully to pay for my SATs and TOEFL. I also have a friend’s address in Illinois to indicate as shipping address. My primary concern is that they won’t accept my card as it is issued by a Bulgarian bank.</p>
