Just noting Minnesota and Wisconsin have a tuition reciprocity agreement, so a Wisconsin kid choosing Minnesota (or vice versa) for personal preference reasons is not necessarily a surprising decision.

Apply unrestricted EA to all schools where it is available. Notre Dame REA restricts against applying ED elsewhere, but not against applying EA elsewhere.
