Regarding to placement in countries, it depends on if they have a suitable place for people. Like they have a place to teach from and enough host families around the area to accommodate to the number of kids in the program. I know that sometimes Nsli-y places you in a city depending on your language ability. So if there are a lot o beginners they may may place them in one city and the more advanced kids go to another. This way it is easier in classes. This isn’t always the reason though.
