Can we apply for Norman Topping Scholarship before getting accepted or do we have to be incoming students/accepted?

@beachbum0130 Congrats! The Facebook page is USC 2015 Transfer Admits (Official). You’ll have to ask to join and then they should confirm you within a couple days.
I just got the admission packet in the mail but no changes my yousc page. Anyone know what I can do?

Does anyone knows when USC going to tell the final decision for transfer students?
I’ve been waiting anxiously. Please tell me when is the cut off time for them to send the packages out in the mail so I don’t have to hope endlessly.
I’m applying for this scholarship, and you HAVE to apply for it by the deadline which is May 13th, 2015 if you have already applied for fall 2015 Admission.
@TitusWe it’s kind of complicated, they say that you will hear a decision by June 1st, so from my understanding if you don’t receive an acceptance or an SGR by then that means rejection, there have been some who got SGRs mid May too, if you got an SGR it depends on when you send in your grades I think, some who got SGRs last year got a decision in July

Ugh the anxiety and stress is getting to me! Lol. I just checked my mail box and received a letter from USC. When I saw it, I was freaking out thinking it was a rejection letter or something because it was just a standard envelope, but they were just requesting extra information I had already sent in and has been since cleared. Almost had a heart attack though as I was opening it because I thought for sure it was going to be bad! 
@TitusWe I just got accepted today, so they are starting to send out admit packets. It’s was a surprise acceptance, no email or update to the portal.
Hey, I also applied to Viterbi and have not heard back yet. Two of my friends who also applied from my same school got in and found out about 2 weeks ago.
@EnDeee I was wondering the same thing! I really want to apply, but it would suck if I apply & even have 2 of my instructors write me a letter of rec, & then not even be accepted. It would be a total waste of time! So idk. I already SIRed at another school. #decisionsdecisions
