OOS/EA/Echols Scholar, but no contact from African-American earmarked programs.

My daughter was an OOS/EA/Echols Scholar this year, and I have another child who will probably be applying for entry next fall.

Is there any way to know how common it is to find oneself in the position of fitting the above categories, and not receiving any contact from any of the university administered scholarship programs designated for African-American students? (Ridley’s Holland/Blackburn comes to mind.)

Receiving an invitation to apply would make a difference to this next child (and, who knows, may have made a difference for D’16).
