Why does it need to count as ‘hospital volunteer’ hours? Are you just looking for medical experience? Or is there a particular requirement that you have to fulfill that specifies ‘hospital’ volunteering?

If you’re talking about the Common App and similar application forms, they don’t ask for a number of volunteer hours. You just have ten spaces to list extracurriculars and describe them in your own words.
If you are volunteering in a medical setting and have interactions with patients, then you can count that as medical volunteering.
