How strictly are quiet hours enforced? Will action be taken against repeat offenders when it comes to quiet hours violations?
How likely is it that an applicant for a single will get one? Consider this from the perspective of a current student applying for fall housing. I plan to transfer in for the spring semester after which I will apply for the next academic year’s housing as a continuing student.
Are there ever any large gatherings within dorms for activities other than university sponsored events i.e. parties and such? In what dorms are such events, if any, minimal? What about in apartments?

It truly depends on the R.A on how strictly quiet hours are enforced. Some R.As are more lenient than others. Others will take your I.D on the first offence. In retrospect, the punishments associated with those issues are usually light.
For the spring semester, I would guess it is extremely hard to get a single. Most of the singles are “auctioned” off in the beginning of the fall semester.
Lastly, most of the major parties at UB are located on south campus in the frat houses. In the dorms and the ON CAMPUS APARTMENTs, its unlikely that any major parties will take place. Most of the “loudness” you will find in the Elliott Food Court on a Saturday Night at 3 am.
