Is it mandatory for you to send in Mid year school reports and Teach Evaluations in order to be admitted? And if so are the students suppose to mail it or the teachers?

It depends on the institution(s) you applied to. Each has its own required documents for admission.

As the applicant, it is YOUR responsibility to manage the admission process. You need to ask your high school to send the documents on your behalf, for each step of the application process.

If the institution you are applying to wants a mid-year school report and/or teacher evaluations, the high school should send them, not the student. Same thing with transcripts. This is so you can’t alter/tamper with anything. However, if they are being mailed and not submitted electronically, you can provide an addressed envelope(s) with pre-paid postage.
