research = community service?

if someone conducts research to improve cancer treatment medicine, does that qualify as community service to major scholarship programs or is that “academic” and therefore not a “community service” ?

Community service, as usually defined by college and scholarship applications, is directly related to the community. Working in a hospital, volunteering at the library, or tutoring kids for free are all services directly related to those being served.

So no.

If you’ve found a way to universalize specialized delivery systems that selectively target all cancer cells and thus have cured cancer (in essence), then who the hell cares if that research qualifies as community service or not.

But if not, and you’re just another nobody, then no, it’s not community service.
