I will move to Virginia next summer and am applying to UVA RD. Currently, my family lives in Washington State.

At the time of enrollment, I will have established state domicile, and will be paying in-state residency tuition, if admitted. I gathered this from:

The Application for Virginia In-State Privileges will not reflect that, however. My parent will not be issued the requisite documentation until the spring.

I do not want to apply as an OOS student, but it appears I may have to. Is there a way that I can explain my situation or resubmit the Application for In-State Privileges when I have the proof?

In case it is pertinent, my parent pays taxes to a different state (where I also qualify for in-state residency), I lived in Virginia for two years, and I am a competitive applicant (not really for OOS though).

I appreciate any help and apologize if I should have posted elsewhere! :)

As soon as you are legally allowed, change everything in your family to a Virginia address. You might not get in-state admissions, but you may eventually get in-state tuition. I understand there is a waiting period to establish full in-state residency, but that may not apply for active duty military.
