@“blackbelt2.0” someone from my school who is from Texas got in. Its a boarding school in New England so I’m not sure if they are considered regionally from TX or the state where my school is in.

Pretty sure they’re need-blind! It says it right here at https://admission.rice.edu/apply/freshman/waitlist-faq and I’m an unhooked applicant asking for nearly full need and still managed to get in. Interesting too, on the phone the AO asked If I was admitted if I would enroll, and I said likely yes, but dependent on financial aid and his reaction was “So you requested for financial aid, interesting.” Was a bit of an awkward response but I’m guessing he wasn’t aware, which may be reflective of admissions.
I haven’t received my aid yet/tried to negotiate, but I believe all admitted students can negotiate for aid. Even upperclassmen so I don’t see why waitlisted students would be an exception. It may be a little tough to do in the window given though if you’re weighing options since you only have 3-4 days to enroll after being accepted.
