i am talking about scholarships even in this GPA cause one of my relatives got into a well to do UNI with A GPA of 3.2 and a SAT score of 1300 with around 10k in Aid funds from the uni every year, making his uni fees around 17K per year.

You should apply to that school and see what happens! Maybe, you get a discount because your cousin is already there.
