Sending materials in...

Ok I know that this has been posted before, so don’t say “search for this thread” because I tried and I either got two irrelevant threads or fifty.
So: it doesn’t matter when you send materials in, correct? As a transfer, my app isn’t due till March 1, but I talked to my HS GC over break and she sent in my HS stuff almost immediately (even though I said it was too urgent). Once UVa gets the HS stuff, they’ll start a file, even though I haven’t sent in an app yet, correct?
Thanks =)

Also, one more question:
One of the essay questions is “If you have participated in activities or received awards that are meaningful to you, list them.”
Comeon, everything I do is meaningful. Thats why I do them. Instead, I wrote a paragraph on two things that have stood out to me, and I plan to send a 1-2 page resume listing my activities (some obsure ones, i.e. EXCEL which is a tutoring program for elem. school kids, will need a couple of sentences to describe, but nothing more). Is this ok, or should I really list them? I see something that is meaningful as something that stood out from the rest. I think that only listing meaningful ones would put my list at 4 to 5 things max, which a) doesn’t let me say why they’re meaningful and b) doesn’t let me show my true past.
Suggestions?
