Shipping delays

I placed an order through the JC Penny app for site to store pick up. All items were listed as shipped and in transit but they never arrived at the store. I called the customer service number and they couldn’t help me saying this had to be resolved in the store. I tried calling the store and couldn’t get past the automated phone prompts. I then drive 40 miles to the store for them to tell me I was 1 day too early to call them lost, so I had to make a return trip for them to issue a refund and re order the items. I asked if they could be shipped to home but they were still going to charge the shipping fee. I’m actually glad they weren’t shipped to home as it would be even harder to prove it was lost.
