Small LAC have more Merit-Based Scholarships for International Students?

<p>I heard that from a friend of mine, who went to US about 20 years ago. Is it still true today? And to what extent?</p>

<p>I’m deciding between Berkeley & LA and the Claremont liberal art colleges for now.</p>
