Teacher recs?

My friend is applying as an undergrad at ASU and has comparably low stats…
3.0 GPA
1810 SAT
24 ACT taken again

is it beneficial for him to send in some teacher recommendations even though he matches the criteria for admissions already?
Should he send in a teacher rec if he is applying as a business major or engineering major. So far he has asked his poli econ teacher, alg 2 and AP stats teacher and english teacher. He is planning on sending the poli econ and stats recommendation.

Will this help his chances substantially?

ASU will let him in if he meets the minimum requirements. Based on https://students.asu.edu/freshman/requirements</a> he does, so he should be absolutely fine.

ASU doesn’t use recommendation letters for freshman admission at all, so he is wasting his time. W.P. Carey nor Ira A. Fulton consider recommendation letters either.

He doesn’t meet minimum requirements to be accepted to either the business program or the engineering program. He can apply to ASU as an undecided and then apply to either program after a semester.

How does he not meet minimum req.s he has an ACT of 24!!?!?

ACT of 24 isn’t actually that good… Though oxolojo is incorrect in saying he does not meet the minimum for engineering, as it is 24, seen here: http://engineering.asu.edu/adreqs/ASUEngineeringAdReqs2012-13.pdf</a>
For business, however, an applicant needs an ACT of 25: [Freshman Admissions - Undergraduate - W. P. Carey School of Business](http://wpcarey.asu.edu/undergraduate/college-admissions/freshman.cfm)
He should just apply undecided though. Everyone gets in then.
