Yes, Top 10% rule is definitely law as is the less talked about 90% law which simply hasn’t been an issue (though it may start to be at Texas). Texas as a state just produces so many great students and there is a big drop off among the public schools from Texas and A&M to the rest. I just think the Top 10% rule is short sighted in a state this large and with such a dropoff from A&M/Texas to the next public school and with the PUF that isn’t changing. We just have a lot of clumsy policy.

OOS admission is handled differently as Top 10% rule doesn’t apply for auto admit.
