@Jessicatang I’d say that important factors would be your ability to demonstrate the quality of volunteer service you did and what you did in your part-time job. I notice that you’re not president of any clubs; were you a top player in any of your sports teams?
DECA state looks good but did you compete and rank? GPA looks really nice, ACT average though I don’t remember what UCB’s median ACT score is for OOS. You said that your personal statement might not be that good, which will hurt you. Also you didn’t submit any SAT subject tests?
Realistically being OOS and not having any standout ECs I wouldn’t be hopeful on admission. L&S is easier than other colleges within Cal however, and who knows. Best of luck.
@JJammerz COE is very difficult to get into. Low SAT. It would help if you won some regional or national awards in music or your other ECs.
@jae221 Well we as a band go to a regional competition every year and have won several awards. Do those count or do they have to be things that I have won individually?
@jae221 Thank you for your opinion! I was a top player and I believe I mentioned being a team captain in my application so that should be beneficial. I competed at DECA state but I didn’t rank at the state level. Do you have an idea of my chances at getting into UCLA for the same major?!

@llxxdd2200 your sat and gpa seem like a good candidate for EECS, although most EECS majors i know took physics c (both tests) in hs before they applied and got 5’s, because it’s such a fundamental aspect of electrical engineering. your EC’s look good b/c most of them are academic (we’re quizbowl buddies!) and berkeley likes that. overall you got a good shot, and don’t be surprised if you get invited to apply for regents (the prestigious scholarship that top 5% of applicants are invited to apply for), and getting invited also guarantees your acceptance, it usually occurs in late jan/early feb, so in a couple weeks.

@llxxdd2200 it depends. but most likely not at all. for example my year/last year (class of 2018) they needed more funding so they accepted more OOS because they pay more tuition, but I’m in-state so I thought I wouldn’t get in, but turns out they accepted about the same amount as the year before. it won’t hurt your chances, but only help you.
