No? It means admissions will come out 8am-8 pm. Last year it said the same thing and I could view it 2 days later too.
wdym itll come out 8am to 8 pm tho its not in between that time because it says u should choose when to view it
like i genuinely did not want to see them anymore and especially their congratulations posts. 
i think it just means whenever you and your family choose to view it.
