<p>But they donot tell the off campus living expenses do you know about total annual expenses except tuition</p>

If you want something under 40k, then you have Gtech ( very close to 40), Penn State, Purdue, University of Colorado at Boulder, UMass Amherst, University of British Columbia, University of Toronto, University of Alberta, McGill ( the latter 4 are in Canada) and mostly all of the state universities. </p>
