<p>I doubt it, unless the in-state school is one of the community colleges participating in the guaranteed admission program (after two years at CC) with UVa.</p>

<p>If residency matters for transfers, the question is where is your legal residence – in VA or not. Where you are going to college at the time you apply to transfer to UVa would not likely change your legal residence.</p>
<p>I didn’t find anything on the UVa admissions page saying whether or not the 2/3 IS – 1/3 OOS applies to transfers. Given that 1/2 of the transfers are usually from VA community colleges (per that page), there is likely room for a number of OOS transfers, in any event.</p>
