Did anyone receive an email with the UCB decisions or do you have to go to the portal to check the UCB decision?

I believe the use of “high demand” on the web page doesn’t technically refer to “L&S High Demand major” but instead is just saying that there is a high demand for this major. I agree it’s a poor word choice though 
Remember also that economics was removed from the High Demand list very recently.

I thought impacted major and high demand major are interchangeable.

Yes, as you’ll see if you scroll down, the High Demand major page, under economics where they explain what has changed for 2024, refers to the Econ major page that I linked, and the New Policy FAQ.
Edited to add:
I just checked the wayback machine, and the Econ major page had the same wording in 2021 and 2022, before L&S High Demand majors existed.
“As an impacted major in high demand, declaration of the Economics major is admission-based and students must meet specific criteria in order to be admitted.”
