I am a junior in high school and need to fulfill the UC fine arts requirement by taking a course. I cannot take an AP senior year because the exam is taken after admissions, and i need the credit before applying. I live in Georgia, and am thinking to take a course at a local college to fulfill this requirement. However, I do not know whether or not it is “UC transferable” since the website ASSIST only lists courses transferable for in state colleges. How can I know if taking the course will be accepted by the UC’s?

Does your HS offer non-AP fine arts options? You need one year of the same discipline. You could also take a one semester DE class at your CC or online.

On the website, It says a passing score of 3,4, or 5 is required for credit. If the exam is taken in May of my graduation year, I will have filled out the application with an in-progress course but not receive credit. If it comes to it I will take a theater or music class from my school but do not want to bring down my gpa by taking on level courses senior year. As per the DE/CC class, that was my first option to fulfill the requirement, but I am not sure which courses are accepted by the UC system since the Assist website seems to only list courses transferrable from in state community colleges.

No you don’t; you need it before enrolling.
You’re conflating two things. Whether CC credit is transferable to a UC transcript (which it won’t be) is different from fulfilling HS requirements for UC eligibility. A CC arts course will fulfill the F requirement regardless of whether the credit will transfer.
First, are you a California resident?
Second, A-G admission requirements require a grade at the end of the course. Using an AP course to replace a college course/requirement, requires an AP score of 3,4,5.
You will report your in-progress/planned Senior classes when filling out the UC application so you can take any year long Visual Art/Performing arts class with a grade to meet the requirement by the time you enroll. You do not need to have the class completed at time of application. The VPA class does not have to be an AP class.

The UCs do not require any AP test scores for purposes of admission. If you have strong scores, those may be helpful, but they are not required.

No.
AP Art History will fulfill the requirement as will many other courses taken senior year.
don’t forget that UC will expect you to be full pay. Can your parents afford teh OOS tuition and fees?
Please understand that the V & PA requirement is a yearlong course in the same discipline.
So, if you start a course in
Drama 1, first semester of senior year,
then you continue with
Drama 2 in your second semester.
Same goes for
Photography 1 & 2,
Painting & Drawing 1 & 2,
Orchestra 1 & 2
Animation 1 & 2
You can’t do Choir 1 the first semester and then do Photography 1 or 2 the second semester. They want you to stay in the discipline long enough to understand and grasp the basics.
Make sure you can afford $75,000 a year to attend the UC’s. There is no state funding for non-resident students. OOS students pay full fees. Scholarships are basically non existent for OOS and are a drop in the bucket.
If its for Berkeley, than they think its worth the price. As of now it is on par if not better than most Ivy Leagues for CS and I do want to attend either GT or Berkeley if given the chance.
You need to take a hands on fine arts class before your graduation, it could be an AP or regular class taken your senior year, or earlier, but it has to be two semesters, continuous course. My S15 took beginner band class his senior year, for that reason.
Nonresident COA is about $80,000 now for the average UC (source).
Since the OP is interested in Berkeley, the 2024-2025 COA for a nonresident living on campus appears to be $82,838 (source); actual costs would vary slightly depending on housing options.
