UC Question?

Amidst all of the UC budget negotiations I’ve been doing some research and have stumbled upon a news article that said the following statement: Without knowing if they will get the extra money they need to educate more students, campuses are keeping their enrollment flat and relying more heavily than usual on wait lists so they can admit as many students as possible

However I don’t know what to make of that statement. Is that good news for waitlists or bad?

If the budget issue cannot be resolved, then the admissions will be frozen until a tuition increase can be voted on and accepted to allow for more students to be admitted. This is my take on the situation. So waitlisted students will probably not get off the list.
