Can you change the personal statement for each university or do you need to write one that works for all universities?
I’m not going to give you the workaround, because it’s a pointless waste of time for everyone. Instead, I’m going to advise to write one PS that’s applies to all.

I would generally agree with this but my understanding is there is a commonly-acknowledged exception when you are actually applying to materially different courses at different universities.
