what is likely letter?
What would be mentioned in it ?
Is possible to receive email on scholarship for International Domestic student or it is only for instate students

A likely letter is a message sent to select students before an institution makes its official admissions decisions. In the letter, a school will indicate its intent to admit the student; in other words, they are “likely” to be accepted
UCLA does not send out Likely letters.
All applicants can apply for the scholarships listed on this link if you are eligible. Just read the requirements since some are intended for specific majors, first generation students, specific HS students etc…

I think you know well about scholarship application. My son submitted application yesterday. It said that my son can upgrade application by march 2nd whisch is due day.
So, has he to wait for hearing back some response or has he to start some essay for scholarship that there are many prompt in his application portal?

Based on the General Application Site under “Steve Tische Academic Excellence Fund” it appears, You will be automatically considered based on your completed General Application.
You need to submit this 300word essay first. Then you can see recommended opportunities, which contain “The UCLA Freshman Alumni Scholarship”, once you apply, you will need to write two more 500-word essays.
Thanks for letting me know . Is it ok? His invitation isn’t alumni scholarship essay . His is recruitment scholarships. Anything he can write?
My son got the same “recruitment scholarships” email. Sign up, submit the general application, then you will have the access to more "Recommended Opportunities”, which include “The UCLA Freshman Alumni Scholarship”
It has been posted several times in this discussion thread that you do not have to be invited to apply for the Alumni Scholarship.

True about the Alumni scholarship, yes you can apply without the invite also any of the scholarships listed for prospective students. The prospective student/recruitment email is not rare since all students can apply to any scholarships listed if eligible so not a targeted email.
How obnoxious of them to not coordinate this.
I don’t know. There are so many scholarship essays ; each essay has different due date. After you get in, you can apply also. If you ask our case, i have to submit application because they sent it . I don’t know it requires everyone to submit application to apply essays. We actually don’t want to do but just in case, they might think my child isn’t interested in UCLA. So you can decide after reviewing all and apply it. The scholarships can be used after you will be accepted but you won’t be accepted because you win the scholarship essay by following explanation. If i am you, i will apply after get in ucla in my opinion.
Applying to any of the scholarships is not a requirement for admission which has also been discussed and verified. Most scholarships listed have deadlines prior to admission decisions. UCLA does not consider an applicant’s level of interest when making admission decisions.
