UMass Lowell OR University of New Hampshire?

Which of the two is should I opt for an undergrad business administration/management degree? In terms of quality of education, chances of transfer to top universities, employer reputation, and admission to top MBA programs, which one would be a better choice?

Cost differences?

Neither is so far superior that it is worth paying a ton more money for.

Uni of New Hampshire is about $29,200/year, UMass Lowell $26,200/year.

Then go to UMass Lowell and do very well there. There wouldn’t be a difference in terms of quality. MBA admission will rest on the quality of your internships, course rigor, and GPA, plus 3-5 years of solid work in a company.
If by “top university” you mean UMass Amherst, then odds are better at Lowell. If you mean anything in the top 25 National Universities/National LACs, the answer is: equal at both, ie., infinitesimal. (“Top” universities and LACs admit very very very few transfers because the students they do admit as freshmen don’t tend to leave. An exception is USC but for USC neither university would have an edge over the other.)
