Way above, in discussion about OOS fees someone mentioned UIUC targets Chinese (International) audience.

This in-state/OOS is a bit nuanced from admission chances perspective.
Yes, most state flagships have mandates to “enroll” most of the kids from in-state; as they should.
BUT, a very BIG but, they end up “admitting” almost the same numbers OOS as in-state (generally speaking) considering yield.

Why am I saying this? There’s a perception that in-states have it very easy compared to OOS. It’s wrong; yes, to some degree, but for a competitive school/major in-states don’t have it easy either, in fact in a few cases much harder (particularly if the school is cash strapped, or the state doesn’t fund enough).

FYI US citizen is never counted as international. You’ll be considered out of state.

I believe it is about 10% international students. Clearly not all from China. My current Illini has friends from many different countries.

The quick answer is not really. Very, very few merit based scholarships at UIUC.
