For over 40 years, UVa has been 65 to 70 percent in-state, and for each of those years, there have been bills in the legislature to limit out of state students to make more room for more Virginians. UVa has addressed these concerns by increasing enrollment to accept more in-state and out of state students (while adding more faculty). The out of state and international students are a critical part of UVa’s finances and international reputation, because the state of Va. funds less than 10% of UVa’s budget…
Now, the latest bill to limit out of state students has a much more dangerous angle. It would prevent UVa from using out of state tuition dollars to subsidize financial aid for US out of state students. International students are not eligible for UVa aid. The result of blocking UVa’s main source of financial aid would be to limit out of state students to the very rich, because the cost of attendance is over 60K a year. This would be a violation of previous agreements between the state and UVa, which provided that UVa would accept lower state funding, provided UVa was given greater flexibility to run its own affairs.
I totally agree with you. If this bill passes, almost all OOS would have to pay full tuition. As an alum that was in-state, I am so glad that I met so many OOS while at UVA even though 35 or so of my fellow HS classmates attended UVA.
