<p>Does anyone know the procedure to having this form notorized? I have called the IRS personally and they told me either the Foreign Affairs branch of the Canadian Government (who issued the passport) has to certify that a copy of the passport is from the original or a notary public in the US that has legal jurisdiction to certify that a copy of the passport is from the orginial. When doing a search for notary publics in the usa, most of them are not allowed to certify a true copy! I am sooooo confused. What did everyone else do?</p>
<p>PS. What about income tax forms? Does my daughter have to file State and National Taxes? Will she have to pay taxes because she received a full scholarship?</p>
