Have had kids at both Penn and Yale. Kid at Penn loves Philly and the campus energy. You can take 5 classes in other colleges at Penn without transferring.
Yale is a special place. Did you go to Bulldog days? If you did and still are unsure than I would go to Penn. Bulldog days made me want to register for classes at Yale on the spot.

I did go to Bulldog Days and I loved it just as much! Will say Philly > New Haven though.
