You will have to check your high school transcript to verify you meet the core class competencies but your 25 ACT (min 24 for OOS) satisfies the second category.

It implies it is a more competitive admission by requesting a second choice major on the application. Sorry, but I don’t have experience to say one way or the other to judge your qualifications.
Pretty good chances. I don’t know if it is different for out of state students, but it’s pretty easy to get in for in state students. The application doesn’t require an essay or anything. I know kids who got in and even got some form of a scholarship with a much lower act score.
