<p>On applying as an international…I don’t quite understand why U.S. Permanent Residents, who have been living in the U.S. for 4-5 years still can apply as internationals…can they still apply under that heading even as citizens?</p>
<p>I don’t think PRs can apply as U.S. citizens… because they AREN’T U.S. citizens… </p>
<p>As for PRs applying as internationals… that can be understandable as their citizenship is not American…</p>
<p>Most colleges genereally state on their websites whom they consider to be an “international”. This could even be a US citizen who has done schooling abroad.</p>
