If you have permanent residency, you are not an international.
The difference is that, compared to most internationals, you have had 4 years to get immersed in English (most international students would be thrilled to get just one year in a high school before they apply to college).
Work on both your native language and your English (your English won’t progress as much if your native language is “stuck” to what it was in the 9th grade, there’s a parrallel in your ability to master both. Keep reading in your native language, for example.)</p>
