Are you in the Midwest? Married to the idea of being at an urban school? If not -
IL State in Bloomington IL - good education school.
University of Northern Iowa - Cedar Falls IA (before you dismiss it, Cedar Falls is supposed to be a great town!) Has +/- 10k students.
Western IL U - Macomb IL, around 10k students.
Western Michigan U - Kalamazoo MI
Ball State U - Muncie IN
You might check out Northeastern IL U, as well, in Chicago. They are building dormitories that are slated to open in Fall of 2016. And they have an extensive Education dept. The school is in a residential and relatively safe neighborhood in Chicago.
If you want to teach in california, apply to some CSUs. I think they all have teacher certification programs. Your stats are too low for Cal Poly SLO but you could apply to San jose state, csu Chico, Sonoma state, San Diego State, San Francisco state, csu Fullerton, etc.
Another question, how much is an interview worth?
I would say add Arizona State to your list. Its really diverse, I am an international student and I just finished my freshmen year over there.

mid costs, so not really above like 35k…scholarships would be good too.

Go to the fairtest.org website. Many, many colleges are test-optional now.
