(GPA is higher than ACT suggests, but this is to establish a baseline)

Stetson, Eckerd, Barry, USF, UNF, FAU, UTampa, Flagler
and further: UAlabama, Ole Miss, Loyola New Orleans, UMontevalo
Not sure if this will help, but my son started out with an ACT score of 23 when applying to colleges last November. He did retake it and got a higher score, still he was accepted into Eckerd, UT, and USFSP(liked the smaller version) with the 23 ACT. He did well in English and Reading but scored 20 for the Math section and 21 in science.
First suggestion is to re-take the test! Otherwise:
I would remove USF from the list, unless you are willing to wait until May2016 for a decision. Montevalo, UTampa, & Flagler along with Florida Gulf Coast (apply for summer) are good options. FAU & UNF might accept for summer along with other strong stats. Anywhere in Mississippi - but it is a long drive from most parts of Florida.
20 is the retake 
So, you’re saying USF would be a wait-listed decision.
How does summer session work at the FL publics? Does it require one to always attend in the summer like for Innovation Academy at UF, or is it a one-time-and-done deal?
Florida universities, other than FSU & UF, have “rolling admissions.” It means you can apply anytime. It also means they can accept/reject/ignore your application at any time or for as long as they want. So a particular student might not be rejected, but s/he also won’t be accepted.
All Florida public colleges require 9 summer credits before graduation (total). Enforcement varies from place to place.
In Florida, students with low scores should always apply for a SUMMER ADMISSION! You can end up on the “wait and see” list if you apply for Fall and not get accepted at all or no decision until May. Even if accepted, academically borderline students are usually offered summer admission (variety of reasons). In our area, attending the first summer has become a popular option just because they are SO EXCITED to start their new college lives. It also gives them an opportunity to acclimate before the Fall crush of students.

Note that it gives stats for Fall and Summer admitted students, so you can see the effect applying for summer term has on acceptance rates and such.
