I have already finished my 2nd year at college,which school can I apply as a freshman to start over again, especially if I am an international student?

I don’t know if the rules are different for international students, but for US students, you must disclose all prior college work and provide transcripts. There are academic forgiveness programs that allow you to start over.
None that I know of. There are academic forgiveness programs that allow you to replace grades but the entire record still exists. And that would be on a school by school basis.
I don’t think any will. Maybe you can explore if it would be possible to do so if you re-start college in your home country?
What is the reason you want to be treated as a freshman/start over? Have you done poorly in your first two years? Or do you hope to be eligible for freshman scholarships or admission that is easier as a freshman than a transfer student?
To answer the title question, the US service academies do, but you have to be a US citizen who wants to become a military officer and meets various other requirements.
Possibly ones in the UK and the rest of Europe.
Why do you want to start over as a freshman?
If you have completed two years of university-level studies in your home country, you will need to apply as a transfer student, and you will need to provide official copies of all of your previous academic records.
However, even if you are required to apply as a transfer student, it is entirely possible that none of your previous courses will apply to your new degree program. In that case, you would need to begin the new program as a freshman when classes start.
Thank for your answers. Let’s I make it clear. I am going to be a freshman at college in my country this year, and I’m planning to take a scholarship at US college. That the reason why I need time to prepare for my application include: tests, extracurricular, etc, and I think 2 years is fine for me. You may ask me why I don’t prepare sooner then my answer is that I have to spend lots of time to come to my country’s college (there is a test organized only once a year). I can’t take a gap year because the military service will take me right after I choose not to go to college. After searching a little, I think it will be fine for me to apply next year ( I will have less than 30 credits at my college and can’t apply as a transfer). Is that okay?
Perhaps it depends on the school you plan to transfer to, but if you have ANY amount of college credits after you have graduated form high school, you will be a transfer student if you change institutions.
Most US colleges don’t give much scholarship money to US transfer students, and they give less to internationals. I suspect that after 2 years of college in your country you’d be considered a transfer here, not a freshman, so you wouldn’t qualify for freshman grants. Check the website of each college you’re interested in for their policies.

Each college and university sets its own policy about this. Some will require you to apply as a transfer if you take just one university-level class after finishing secondary school. Others won’t require you to apply as a transfer unless you have finished a full year of university-level credits (usually about 30 semester hours). You have to check with each place that you are considering applying to.
Most colleges/universities in the US do not have good financial aid for international students or for transfer students. That means that it will be very difficult for you to get a large scholarship. It might be better for you to complete your undergraduate degree in your home country, then come to the US for post-graduate work.
