Why can't I start a "New Discussion" in certain forums on Windows 10?

Using Windows 10 I’ve found that in certain main forums categories, I can’t start a new discussion, while I can do it in the “old” Apple App. But in others you can. To be specific:

In the forums “Medical School and Premed”, “Colleges and Universities”, “Ivy league” which I frequent, I believe there are more. In Windows 10, you CANNOT start a new discussion because the yellow box does not appear, whereas in the apple app, you can by hitting the “pen” icon. Now I am talking about the MAIN category, not the sub categories under the main.

In the forums like “College Search & Selection”, “College Admission” and “What’s my chances” etc., you can freely post “new discussions” and I have frequently do so.

The issue is not that you are not able to post in “Medical School and Premed”, “Colleges and Universities”, “Ivy league” (the posts are supposed to be in the subforum and those parent fora, AFAIK, are supposed to be locked for new posts). The issue is that some users apparently can post there.

As I said before, in Windows 10 the “new discussion” icon is not there, but I CAN post a new discussion using the IPhone app(maybe also in apple ipad?).
