I didn’t pay taxes to this income, its a part time job as a tutor, does it still count?

Of course it counts.

Whether you didn’t pay taxes because you’re under the threshold or for a different reason is a separate question. But that’s between you and the various tax agencies; admissions doesn’t get involved.
