can international students apply early to public colleges?

<p>my agent told me that i can’t apply early to public such as illinois, umich</p>

<p>If you mean ED, then you’re right. </p>

<p>But UMich has an early action plan, the deadline is Oct 31 I think. They tell you that you’ll hear back by the end of the year but there have been so many instances when students applied early and heard back in Feb or something.
Its not at all guaranteed that you’ll have a decision by December.</p>
