As far as I can tell everyone who met the initial qualifications received an interview. After that, they selected semi finalists.
When I received the semi finalist eamil, if said “Congrats, you have moved on with a selective group.” Or something of the sort, which seems to indicate not every one is a semi finalist. I hope that answered your question.
