That is stretching it to call Williams and Rochester “open curriculum”.
The most open curriculum college is probably Evergreen State, but it is not an academic fit for the OP’s interest in very advanced math and mathematical economics.
Lafayette College meets full need for all admitted students and has replaced Federal loans with grant funding for students with family income of less than $200,000.
it is need aware however.
